New contractual arrangements

On the 1 April 2008, eProcurement Scotland amended its existing contractual arrangements with Capgemini. The amended arrangements effectively lengthen:-

  • the contract exit period from 6 to 24 months (to 4th Nov 2010)
  • the potential subsequent transition period to any new supplier(s) from 6 months up to 12 months (4th Nov 2011).

This will allow sufficient time for phased and planned transition while ensuring that the continuity, security and ongoing development of services are maintained. This will also allow the development of a phased tendering and procurement exercise for key elements of the ePS service. Additionally, robust service level agreements for the remainder of the contract period will be agreed by the end of June and trialled for the remainder of the year. The Constant Recovery Service has also been extended to the end of the exit period with provision for extension into the transition period if required.

What do these new contractual arrangements mean?

For new customers

ePS is a fully managed shared eProcurement service. Joining the service means that an organisation implements, PECOS as its core purchasing system together with other ePS services such as eSourcing and in due course eInvoicing

The joining fee has been replaced by an implementation fee which covers the cost of full implementation of phase I of the service and includes:-

  • a project manager to create, develop and update the project plan for implementation
  • configuration of the PECOS test system
  • system administration training
  • end user training
  • provision of live systems.

Some organisations may wish to opt for additional services outwith the standard implementation package. This would incur additional costs to be agreed in advance with ePS.

For smaller organisations there is scope for significantly reduced costs depending upon circumstances.

There will be no further annual fees for the core service.

For existing customers

As from the 1 April 2008 there is no longer any annual subscription fees for the core service.

The cost of using the Datamart option has been substantially reduced by the removal of implementation fees. A configuration cost will still be payable by the customer to cover set-up costs. The annual maintenance costs still remain payable.

Ongoing Datamart implementations will be managed via the ePS programme team. There will still be a cost to maintain interfaces.
