An organisation's procurement policy should include (amongst other things) measures for monitoring process and/or time release efficiencies, cost savings and well controlled spending.
At the request of eProcurement Scotland (ePS) customers, a Benefits Tracking Action Group was formed and tasked to develop an 'Efficiency Measurements' guidance document outlining the key efficiencies to be measured when implementing ePS, the methodology for establishing and monitoring each measure and a tool for reporting the outcome of each measure.
The Efficiency Measurements developed and agreed by this Group will assist all project managers (and the ePS Programme team) with the monitoring of a project's progression and will give a good indication of how it is likely to perform and develop. The information collected will assist in assessing whether the implementation of ePS is meeting the objectives of the business case, whether the goals as set out in the procurement strategy are being met, and whether the savings requirements under the Efficient Government programme are being achieved. Benefits tracking should therefore satisfy the objective's of the eProcurement implementation as well as the required outcome. ePS customers' efficiency measurements will strengthen shared values and create common goals across the entire programme
Another strand to the Benefits Tracking workstream is the collection of 'Baseline Measurements' at the start of ePS implementation. This exercise involves the measurement of a customer's manual P2P processes that are in place prior to ePS implementation and will provide an indication of the expected time release & cost savings that can be achieved as a result of implementing automated P2P processes as part of ePS.
